[e2e] dummynet for HP-UX 11/11i

A couple folks in HP have "ported" Luigi Rizzo's "dummynet" tool to
HP-UX 11/11i. The resulting port is a Streams module that can be pushed
onto
the stack - either between TCP/UDP and IP, or between IP and DLPI. The
Streams module can be dynamically loaded into the kernel.

While officially unsupported by HP, the port appears sufficiently stable
to be
usable outside of HP, so if you are interested, the bits can be had via
the URL:
