I thot this thread got launched as a result of a vague sense that the
transport should NOT provide reliable transfer.  It was suggested that
reliability would be an undue burden on applications that don't need
pick-your-favorite level of reliability.  It was also suggested that
applications that care about reliability would be foolish not to
implement their own reliability mechanisms at the application layer
anyway.
