Except that it's not compression, but transformation.  The embedded
web browser in the phone is going through a proxy that scales down
the images to fit on the tiny LCD screen.  This works well for
general browsing where most image data is decoration that can handle
the loss of fidelity.

(The is the process used by the Blazer browser on Palm-phones like the
Treo Sprint is offering; I have the identical browser on my non-3G
i300 Palm-phone).
