[e2e] Wireless TCP Connection Establishment Time

Hi there,

I am looking at some wireless access scheme
and am trying to determine a good 98% threshold
for the Layer 2 connection's setup time. 
I am assuming that a) the carried traffic is mostly
TCP and b) all reactivations are triggered
by the generation at a mobile of a TCP
SYN packet.

It seems to me that the threshold should be equal
to the typical round-trip delay + initial
TCP connection retransmission timer
since the connection establishment will be 
triggered by the initial SYN packet.

This way spurious retransmissions are avoided
and "slow"-start can take place.

Is the value of the initial TCP connection
timer usually equal to 3 seconds ?

Do you know of any work out there on similar
TCP over wireless initial access issues ?
