Hello,

Fragmentation is built in the IP layer.

Are you proposing a "non IP Layer3 TCP" implementation?

Then TCP will not fragment the DF bit way...

Also, of you refer to MTU constraints and MSS as "fragmentation", then all
TCP stacks "frame" (call it fragment, framing).....?

All TCP stacks do that.
