[e2e] TCP design descisions

Hi,

I'm looking for some paper about TCP design decisions.

For example, I've read David Clark's "The Design Philosophy of the DARPA 
Internet Protocols", but even there's some information about TCP, he 
acknowledges that "This section is necessarily incomplete; a complete 
review of the history of TCP itself would require another paper of this 
length".

I'd also find interesting the same kind of material about IP.
