[e2e] new IETF working group and the TCP roadmap RFC

Hi.

Some people on this list may be interested in a new IETF working group
being started to handle small changes to the TCP protocol and congestion
control system.  Our goal is to provide a group interested in moving
some of the TCP work forward that's gotten bogged down in the transport
working group (tsvwg).

One of the specific items of interest is publishing the TCP roadmap RFC
that's been discussed here several times.  Of course, we're interested
in input and help preparing this document.
