The idea that router memory should be kept full is an interesting meme that 
infects this list periodically.

It's almost as dangerous a myth as the myth that it's OBVIOUS the newest 
datagrams arriving in a router's outbound queues should be the ones that 
are dropped when congestion happens.

Do they teach control theory these days?
