[e2e] Admission Control and Policing in MPLS

Hi Fahad,

There is a recently published implementation agreement from the MPLS Forum (an industry consortium advancing MPLS) that deals with admission control for MPLS networks.  MPLS Proxy Admission Control is defined in the Forum's 6.0.0 (provisioning and operational aspects) and 7.0.0 (protocol) IAs.
