Optimal latency can be calculated using transmission time based on  
speed of light, depending on how high up the satellite is.  There is  
no loss associated with latency.  If you mean loss associated with  
the wireless SATCOM links, that varies a lot from satellite to  
satellite based on antennae and beam design.
