[e2e] Introducing MaxNet Explicit Congestion Control Protocol

Dear E2E,

I would like to introduce to you the first implementation of the MaxNet 
Congestion Control Protocol. MaxNet is an explicit signal congestion control 
protocol, based on a theoretically proveable design. 

The implementation and papers are available at http://netlab.caltech.edu/maxnet/

The protocol is a culmination of many people's input over the years, and was 
developed at the University of Melbourne (Australia) and Caltech (USA). 
It is open to further input and improvement from you.
