A large amount (>40) old laptops spread around a site.

Don't simulate, use real live setups. You can of course use NS-2 or play
around with Dummynet/netem and so on but the results are just how you
configure the software, not what it actually will be.

More importantly it of course all depends on exactly what you want to
measure.
