We deploy new protocols all the time by using UDP, of course.  Perhaps 
the whole flap could have been avoided by simply defining a TCP-like 
protocol using UDP framing.  The network is supposed to treat UDP 
packets with the same algorithms as TCP packets.

And of course Linux would be easily modified so that CUBIC TCP packets 
were actually transported in UDP wrappers.
