[e2e] Flow control or congestion control in application-level?

When we talk about IP Multicast, much attention is paid on the flow contro l
and error control.

When we talk about Overlay Multicast(Application Layer Multicast),  the
memership management is important because its high dynamics. I am thinking,
is it totally unnecessary to consider flow control or error control?
