Probably the first port of call when looking at Packet Pair for bottleneck
bandwidth probing is Keshav's work (
http://www.cs.cornell.edu/skeshav/papers.html ). This will give you an
overview of the technique, its assumptions, and some areas which may require
further study.

>From memory, there is some code available for the NS2 simulator which
implements Keshav's algorithms in a basic form. I don't know whether  this
is part of the current NS2 distribution, but it's easy enough to search
through the distribution. Let me know if you have problems finding it.

I also did some work with Packet Pair algorithms and implemented some code
in NS2. I'll dig out the code and send it to you. In the meantime, the
papers and thesis on this work are available at http://www.rikwade.com.
