I'm not sure whether I agree with these assertions (especially the  
latter).  I don't think they are self-evident.

If my web search fails, is the problem more likely to be at Google, or  
somewhere in the network?  (Perhaps someone has hard data...?)  Which  
has more centralized control?

Was the North American telephone system more reliable in 1982, or today?
