His full name is "Disgraced Former Worldcom CEO Benie Ebbers" (one
word). He's generally considered to be the leading authority on
corruption based loss in networks. <br>

His techniques can be applied to the situation under discussion by
using corruption based packet synthesis to improve overall throughput
by generating plausible looking packets in response to upstream loss.
Naturally, this technique can't be used for all traffic, as it becomes
harder to tell what's really plausible.<br>

Fortunately existing approaches can provide for the selective control
and regulation of even the highest levels of corruption ; the
Federal Elections Commission, or FEC, model has proven itself reliable
in this environment.<br>
