[rbridge] Consensus Check: C-Tags

At slightly greater length: I brought up the change that Q-tag had been
replaced by C-tag in the protocol draft, which I thought was purely
editorial. This lead to a bunch of discussion which Erik and I judge to
have produced this consensus at the meeting.
