Keep in mind that a station may not know it moved. Sure, if its ether 
cable is disconnected at the end station, the most common current 
implemetations will announce themselves when reconnected. But users can 
move a hub without disrupting connectivity at an end station, and nodes 
would never re-announce themselves in that case.

I.e., AFAICT this is the normal case when moving a hub.
