[rbridge] Consensus to remove "Other Multicast" bit?

There has been some discussion about removing the Other Multicast bit on 
the mailing list, with a few people wanting to see it removed and no-one 
arguing to keep it.

Since the Other Multicast bit was added to the base protocol
specification based on working group consensus, it makes sense to 
formally ask for WG consensus regarding its removal.

If you are in favor of keeping this bit, please
speak up now. Otherwise, we will conclude that the WG consensus has
changed.
