[e2e] CASP implementation

Dear all,

The Cross-Application Signaling Protocol (CASP) is an attempt for next 
steps in signaling for the Internet. We made version 0.1.0 of our 
experimental CASP implementation available under GPL. Current version 
supports most basic messaging layer functionalities, both static and 
active next-peer discovery (scout). If somebody is interested, you may
