Is the exegesis about whether mail and interplanetary robots are end-to-end
affected by the efforts to tunnel TCP/IP above SMTP/TCP/IP and DNS/UDP/IP?

and the I-D's (or perhaps RFCs by now) for the IP MIME type.
(Yes, I noticed the nominal reason for the latter, but somewhere I've
a pointer to efforts to tunnel TCP above SMTP, or perhaps it was UUCP.)
(I assume they modify the TCP initial RTO and other time constants.
The RTT's through many SMTP and some DNS servers are comparable to
interplanetary speed of light delays.)
