The web100 project just released TCP performance instrumentation software. This software consists of Linux kernel patches that (loosely) implement draft-ietf-tsvwg-tcp-mib-extension-00.txt as well as a set of user tools that make it easier for a moderately cluefull network administrator or user to get TCP to run at line rate.
